To arrive at a concrete implementation plan for the design and construction of FASR, including firm cost
estimates, and a manage-ment plan for the construction phase. The goal is to put us into a position to write a successful proposal for
design and construction of FASR.
The proposal is for a 2-year study that started on 2002 Mar 1 but we want to have
the main results by August 2003.
